SB 931 -- TRANSPORTATION DEVELOPMENT DISTRICTS

SPONSOR:  Scott (Parson)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation by a vote of 14 to 0.

This bill gives property owners one vote per acre when electing a
director for a transportation development district.  Currently,
qualified voters get only one vote regardless of how much
property they own.

FISCAL NOTE:  No impact on state funds in FY 2007, FY 2008, and
FY 2009.

PROPONENTS:  Supporters say that this makes the process for
electing directors the same as that for setting up the district.

Testifying for the bill were Senator Scott; and Western Missouri
Transportation Development District Association.

OPPONENTS:  There was no opposition voiced to the committee.
